Decision Custody ODRA — Core Infrastructure

ATLAS signs every consequential decision at the moment of commitment — before execution. The CommitmentCore Schema enforces eleven invariant fields across all domains: who committed, under what authority, against what information state, with what uncertainty level, with what consequence classification. Cross-domain. HMAC-signed. Offline-capable. Externally verifiable by any system that can make an HTTP call. The schema is publicly documented and live now.

Awareness Sensor Fusion + Live Intake

ATLAS fuses acoustic, RF, optical, and geospatial sensor streams into one interpreted operational picture. Live threat classification at 200Hz. Swarm detection with state machine. NASA FIRMS wildfire data. NOAA NWS weather alerts. ADS-B airspace. When the operator acts on the fused picture, the environmentalStateHash field locks the exact sensor state into the custody record — what they saw is part of what they signed.

Every authorization — movement, fires mission, detention — is captured as an ODRA artifact: signed at commitment, chained to prior decisions, and verifiable by any downstream system. Authority chains are technical, not symbolic. The commander's decision is the artifact. The audit trail builds itself.

Intel Live Synthesis + RAG

ATLAS ingests 10+ live intelligence feeds, monitors OSINT source health in real time, and synthesizes assessments via a RAG corpus of 120+ doctrine and program documents. Every AI-assisted assessment is grounded in cited sources — [GREEN] verified or [AMBER] traceable with a verification path. Acquisition intelligence pulls live from SAM.gov and USASpending. The same intelligence layer feeds the proposal pipeline at /admin/proposals.
