Every adversary track observed is held here with a position trail until you acknowledge it. Acknowledge is one-shot; a re-appearing acked track is recognized and stays acked. Pending tracks are never silently dropped.

Volatile: this store is in-memory. A server restart wipes both pending tracks and the acknowledged-IDs set — previously-acked tracks that reappear after a restart will surface as pending again.
