How to start a federation: Select your unit and a target unit from the dropdowns. Choose the partner type — this automatically limits which data domains are available to that partner. Toggle domains on/off, add an optional coordination message, and send. The target unit receives a pending request in their Incoming Requests tab.
Send Federation Request
Your unit identity — start typing a unit name, callsign, or ID. Select from the list.
Your operator identifier for the audit trail. Used to track who initiated this federation.
The unit you want to federate with. Can be DOD, NATO/Coalition, or a partner agency.
Partner type enforces domain restrictions at the engine level — not just the UI. FEMA units will never receive fires or intel data regardless of what is requested.
Click a domain to toggle it on or off. Greyed-out domains are restricted for this partner type.
Give the target unit context for why you are requesting federation. Shown in their Incoming Requests tab.
How Federation Works

Initiate
Select your unit and the target unit. Choose the partner type — this determines which domains are permitted by policy. Pick the domains you want to share, add an optional message, and send.

Review (target unit)
The target unit opens Incoming Requests, sees your request, the proposed domains, and your message. Request expires in 7 days if unanswered.

Accept + Select Domains
Accepting unit confirms which domains flow in each direction — what they receive, and what they send back. Domain access is enforced by partner type regardless of what is selected. FEMA will never receive fires or intel data.

Federation Active
Agreement is recorded with releasability marking (REL TO NATO, REL TO COALITION, etc.). Both units see each other in Active Agreements. The shared COP filters data by agreed domains automatically.
END
Terminate Any Time
One click ends the agreement. Data sharing stops immediately. The termination actor and both unit IDs are recorded in the audit log.

Incoming federation requests from other units. Enter your Unit ID and load your pending requests. For each request, you can Accept (and select which domains flow in each direction) or Decline. Accepted requests create an active agreement immediately.

Select your unit to see pending federation requests sent to you.
Your active federation agreements. Shows all units your unit is currently federated with, the domains flowing in each direction, and the releasability marking. Use Terminate to end an agreement — data sharing stops immediately and the action is logged.

Live NATO command structure — all 32 member nations. Displays the full hierarchy from SACEUR through SHAPE, the three functional commands (LANDCOM, AIRCOM, MARCOM), and every nation's contribution force. All NATO units are bindable directly via ATLAS — they appear in the unit search dropdowns. Selecting any NATO unit as a target in Initiate Federation automatically applies NATO domain rules.

Register non-DOD partner organizations. FEMA, DHS, state agencies, NGOs, law enforcement, and fire/EMS can be registered here. Once registered, their allowed domains are enforced automatically — a FEMA-registered org will never receive fires or intel data even if an operator selects those domains.
