HSIN-CAP Outbox + Federation Manifest

Stages CAP 1.2 messages with HSIN profile parameters for sponsored CoI distribution.

Stage New Message

ATLAS stages messages; a sponsored DHS HSIN administrator subscribes to /api/hsin/manifest and pulls from /api/hsin/outbox to complete the federation. POST /api/hsin/publish is fail-closed — it requires an X-Admin-Secret header that the sponsor configures via INTEL_ADMIN_SECRET; the secret is never read from the request body.
